On April 22, JSOU held a grand opening ceremony of the Second Faculty Congress. 107 faculty deputies attended the congress. The main heads of schools and departments, members of democratic parties, the executive committee of the First Faculty Congress and the heads of the Working Committee on Proposals attended the opening ceremony.

Wang Jianming, party secretary of JSOU pointed out in his speech that the Congress functions as an important means to strengthen the democratic supervision by all the teaching staff, and to promote the openness, democratization and institutionalization of school affairs. It plays a significance role in promoting the innovation of JSOU, further uniting the strength of faculty members and striving for new achievements in the process of building a high-level open university. He raised further expectations and requirements for all the faculties to lay a solid foundation, accelerate the development and achieve the goal proposed at the Second Communist Party Congress of JSOU.

Cui Xinyou, president of JSOU made a work report entitled “Develop, Renovate and Break Through— Write a New Chapter in the Construction of High-level Open University”. He summarized the achievements in recent years as ten new results: new direction of development, new level of discipline construction, new fruits of teaching and education, new scale of recruiting teachers, new breakthrough of scientific research, new pattern of students’ enrollment and cooperative education, new vitality of system construction, new contribution to social education, new journey of development and new dream of new campus construction. He also made clear the orientation and key work of JSOU’s development in 2020—the year when the university’s 13th five-year plan will be concluded, and when the tasks made at the second party congress will be implemented.

The Congress listened to the report on the qualification examination of deputies, the work report of the Executive Committee and the work report of the Working Committee for Proposals of the First Faculty Congress.

The Congress also listened to reports on university's financial work, faculty construction, discipline and specialty construction, scientific research work, and the progress of the new campus construction, which were all encouraging and well responded to the concerns of all faculties.

In the following sessions, the delegations carefully reviewed the work reports and the implementation measures. The Congress also elected the Executive Committee, the Working Committee for Proposals and the Staff Complaints Handling Committee.
