Promoting the Construction of Open Education Credit Bank in the Yangtze River Delta Region —— 2024 Work Advance Meeting Held in Suzhou

From April 10 to 11, the 2024 Work Advance Meeting of the Open Education Credit Bank in the Yangtze River Delta Region was held in Suzhou. Luo Weiguang, the first-class researcher of Yangtze River Delta Regional Cooperation Office, Hang Zhuhong, member of the Standing Committee and vice president of JSOU, Wang Feng, member of the Party Committee and vice president of Suzhou Vocational University (Suzhou Open University), leaders of Open Education Credit Bank Management Center of Yangtze River Delta region and relevant staff attended the meeting. The conference was organized by Jiangsu Open University, the rotating unit, co-organized by Suzhou Vocational University (Suzhou Open University), and presided over by Zhang Xuan, director of Jiangsu Lifelong Education Credit Bank Management Center.

On behalf of JSOU, Hang Zhuhong extended warm welcome to all the guests and expressed his sincere thanks to the Suzhou Vocational University (Suzhou Open University) . As an important practice in the field of education, open education credit bank in the Yangtze River Delta region has been committed to serving the regional linkage mechanism of lifelong learning and learning society since its establishment and achieved remarkable results. In March, Jiangsu Provincial Department of Education issued a document which included the rotation of open education credit bank. It is expected that Shanghai, Jiangsu, Zhejiang and Anhui provinces will work together to jointly promote the construction of open education credit banks and facilitate the cross-regional flow of talents in the Yangtze River Delta with easy communication at all levels and of all types.

Luo Weiguang stressed that the bank not only provides students with a flexible and diverse learning, but also offers a solid foundation for lifelong education. For the future work, he put forward three expectations. First, deep cooperation, resource sharing and allocation optimization will be realized to benefit more learners through credit banks. Second, we should strengthen technological innovation. Empowered by artificial intelligence, big data, we will conduct more research on accurate education analysis, and provide educational services of efficient and personalized customization, so that learners can learn anywhere and anytime. Third, more work should be done to promote institutional innovation, explore more credit certification methods, improve credit accumulation and conversion policies, and provide learners with more fair and convenient learning opportunities. Fourth, we need to strengthen international exchanges and cooperation, extend educational practices to the world, and introduce more advanced resources through cooperation with international educational institutions and organizations.

Wang Feng, on behalf of Suzhou Vocational University (Suzhou Open University), delivered a speech at the meeting, stating that they would continue to promote the construction of the credit bank, and actively expand the accumulation and conversion of results, such as skill grades, for students of related majors on campus. In the sharing session, directors of the credit bank management center in Shanghai and three provinces made an exchange report on the key work plan for 2024, exploring the linkage development of the open education credit bank in the Yangtze River Delta region from the perspective of regional integrated development. Participants had an in-depth discussion on the three-year development plan of open Education Credit Bank in the Yangtze River Delta region.

A panel of experts from open universities of the region evaluates Certificate of Recognition of Vocational Skill Level of Jiangsu Provincial Administrative Service Clerks for credit recognition, so as to promote mutual recognition of regional learning results and improve the quality of skill certificates. In order to broaden the application scenarios of credit banks and better serve the diversified learning needs of the citizens, the participants also went to the Suzhou Community Education Center and the provincial high-quality project base for further research.

In the past more than five years, 15 million people have opened their accounts in open education credit banks of the region where15.2 million learners may have access to services like digital learning deposit, mutual recognition and sharing. 45 universities can enjoy archive management services of learning results. A learning achievement recognition and conversion mechanism has been established and improved. The Research and Practice of the Certification of Learning Achievements and the New Mechanism of Talent Training in the Yangtze River Delta Region jointly declared by the credit banks of one city and three provinces in the Yangtze River Delta won the second prize of National Teaching Achievements of Higher Education (undergraduate) in 2022.
